If my license is revoked in one state can I apply for one in another state since they have different laws?

The answer is probably not. States share information about suspensions and license revocations, as well as serious violations, as part of an Interstate Compact.  As a result, a license revocation in one state will almost certainly be found in another state if you apply after the first state has notified the centralized national database.

Some kinds of license suspension - short term, civil revocation suspensions - are not reported to the national compact, and so you could potentially get a license in another state while your license is suspended in the first.

Many DMV's have requirements that state that they will not issue a license if your license is suspended or revoked in another state.  You need to obtain the license form.  If you are required to provide your social security number date or birth, you can bet that the DMV will run your information and discover that you have a revoked license.  I suggest that you not try to beat the system as it will not be beaten and/or will catch up with you.  I suggest that you pay the required fines or penalties in KS to restore your license so that you can get a valid license in CA or TX.  Indeed, the DMV communicates with other states and you do not want this to affect your ability to drive forever.  If you have a warrant out for your arrest on KS you can easily be brought back there to face these charges if stopped in CA or TX on a routine traffic stop.
