If my license has been revoked in one state, can I apply for a new license in another state?

My NY license has been revoked for refusing to take a breathalyzer test. Additionally, what are my options to try and get the decision of the Administrative Judge who oversaw my Refusal Hearing reversed? I didn't refuse I just felt very threatened by the police and wanted to talk with a lawyer first yet he prevented me from doing so. I am well aware of ways the breathalyzer can be manipulated. (ex: putting hand over vent to increase alcohol level, etc) and since I was alone in an empty police dept behind locked doors with a bully cop I felt threatened.
Unfortunately, you can not apply for a license in another state since they will ask you if your license has been revoked or suspended when you attempt to apply. If you lie, you could be liable for criminal prosecution.
You should immediately consult with an attorney to represent you on the DWI charge since there are serious ramifications, both criminally and insurance wise, if you were to plead guilty or get convicted of an alocohol related offense. Additionally, you only have 30 days from receipt of the refusal decision notice from Motor vehicles to appeal the Administrative Law Judge's ruling. It is possible to file an appeal and try to get the decision overturned, but syou should definitely consult with a lawyer.
