If my husband received a settlement from a car accidentand it has both our names on it, is this considered community property?

Yes, the reason the insurance company put your name on the check together with your husband is because Arizona is a community property state.  Of course, the legality of that does not come into play unless you get divorced.  Otherwise, it does not matter.
