My father passed away and my middle brother was the beneficiary on the life insurance policy. No will.
Question Details:
Do my other sibling and I have any right to the life insurance pay out?
I am not admitted in Minnesota. I am sorry for your loss.
Life insurance policies are said to "pass outside the Will" when a properly executed beneficiary designation is in place. In other words, if everything is proper with the designation then it is not included in the estate, with or without a Will. The payout goes directly to the intended beneficiary.
From the information you have given here it appears that you and your other sibling will not share in the payout of the life insurance proceeds. You may want to seek advice of a attorney in your state if there is more information that may influence the answer here that I am not aware.

Are you a lawyer?
