What to do about tenant who did not pay taxes as promised?

My father passed away 5 years ago. He discussed his wishes and Will with the family and attorney. I was given the house. His wish was to let my stepmom live here for 5 years untill she could retire. She was to pay taxes while residing. Which she did. However, she moved out in June and still owes 5 months of taxes. She is now refusing to pay. I have tried numerous times to contact the attorney who wrote the Will, but he hasn't returned my calls. I'm confused and just want this over with. What should I do about this?
The case is stronger if the will states that she is to pay the taxes. Its sounds as if the estate is closed so you cannot reopen the estate to collect the monies owed. You as the recipient of the house using the will as your legal basis can sue her for the taxes owed. If the amount owed is less than $5,000 you can bring suit in small claims court.
