Question Details: My father had a stroke about a year ago and is incapacitated .. and his daughter(my half-sister) is refusing to give myself, my mother(they are still legally married, seperated for 20+ yrs) and brother any info in regards to his condition and whereabouts etc.. my question is, what are our legal rights if any in this situation.. (she has power-of -attorney )

Well not much I am afraid.  If they have been separated, they pretty much don't share (one will argue) really anything ==separation usually means property is treated as separate property. 

You can try bringing a motion to the court -- but that could take a while.

Sit down with a lawyer and see if anything can be done, especially if you suspect your half sister is taking advantage of your father. Try www.attorneypages.com and check his or her record at www.calbar.ca.gov under attorney search.
