Can my employer hold my paycheck?

No, your employer may not do this. An employer may only hold an employee paycheck 1) as required by law (e.g. FICA; a court-ordered wage garnishment); or 2) with employee consent or agreement. If the employer feels you owe it a cell phone, its option is to sue you for the value of the phone.
