I am a lawyer in CT and practice in this area of the law.  Who called in the fire dept?  If your daughter reported it then the bill may be valid as she requested the services regardless of whether the car was on fire.  if some random other person called it in, then you should argue that the owner of the car did not report this and is not liable for the fire bill.  i would not pay the bill at all if your daughter did not request the services.  there is no reason that the fire dept should have come.
