my daughter does not live with me she has no insurance, she borrowed my car and had a wreck insurance doesent want to pay

If you had insurance on your car and you allowed your daughter to borrow it, then the insurance company does need to honor your coverage. However, if you daughter did not live with you, she may not be covered under your PIP for medical care or loss of income. However, your liability should still apply, if injury was caused to another (or someone else's property); and any collision on your car should also cover your vehicle (if you had it).

Had your daughter lived with you, your PIP would probably have covered her.
