If a parent had not paid child support do they still have visitation rights?

My children's father owes me $9600 in ordered back child support. He has never paid child support and has never gone to jail for non-payment. Part of the reason is that he is constantly in and out of jail for other reasons. He just got out of jail and he is trying to enforce his visitation rights. Does he have the right to see them even though he has never paid his court ordered child support. What can I do?
Visitation rights are different from child support. however, if the father has failed to pay child supprt the court shold take some action and not permitt the father to see his kids and neglect to pay the child support. Regardless of the other reasons that the father is in and ot of jail, he is still obligated to make the payments. I suggest that you hire a lawyer to make a motion in court for contempt for his failure to pay for child support payments. you want the lawyer to get the court's attention here and force the court/judge to take some action and require this father to take responsibility and pay the child support or sit in jail.
