I am a lawyer in CT and Practice in this area of the law.  You need to obtaina copy of the fire marshal's report and police report to determine who caused the fire.  then, you can refer your claim to that person/entity.  You can obtain the report as it is a public record.  call the local police and find it and then hire a lawyer to write a letter of a claim.
