After the surgery she was referred to an agency that assist people apply for medicare but now she is being told her medicare will only cover future hospital visits and not the surgery. please advice
Do you mean "Medicaid"? If so, some states will apply Medicaid benefits retroactively. If a caseworker is telling her that they can't be so applied, then ask to speak with a supervisor; in my experience many times caseworkers don't know all of the policies relating to exactly what is and is not covered. Additionally, some hospitals have "free bed funds" to cover such emergencies; call the administrator and ask.
