Employment and Labor Law Answers

No it is not legal and the insurance company should have given you the coverage details, regardless of your employer's inability or unwillingness to do so.  Fortunately, there are two agencies in your state who can help you.  If other employees are getting this same lack of service/lack of information, you should probably consider a joint/collective discussion or inquiry.

For the Kentucky Labor Cabinet will be able to help you with labor issues, which will include benefits matters. http://labor.ky.gov/ows/employmentstandards/

For the insurance portion, you should talk to the Kentucky Dept of Insurance. http://doi.ppr.ky.gov/kentucky/
