Specifically, the laws are contained within the California Revenue and Taxation Code. Click on the link below, check off "Revenue and Taxation Code" and click "Search". Then scroll down to Division 1, Part 6, "Tax Sales".  Part 7 talks about "Redemption" and Part 7.5 talks about "Certificates."
