Question: Auto Accidents - New Jersey

July 9, 2009 car hit me when i was crossing the street by bicycle through walking way in green light. How can i claim damages and hospital bill?
car was turning right to the highway and was only looking to her left hand side to coming cars but didn't look at her right hand side to the walking or cycling passengers before start move. when there is red light cars can turn right and join to highway but they have to check their two sides whether there is a walking passengers or not on the road before they start move isn't it? Police office said my fault because i was riding bicycle in walking way. So whose fault in this case? And how can i claim all the damages, hospital bills, physical and mental shock?
