Is refusing to provide a copy of a death certificate to be able to take a child off military insurance an act of fraud?

I am so sorry for his loss. Do you mean is that insurance fraud? Yes, I guess that it could indeed be if the facts supported it. But it would only be fraud if the insurance company paid out a claim for some one who is dead. Right now all that is happening is that he is incurring additional premium charges for the deceased child, correct? He needs to force her hand. Good luck.
