Is it still considered "operating a motor vehicle" if you are parked in a parking lot and the keys are not in the ignition?

Question Details: I was recently charged with possession of marijuana in a motor vehicle, and possession of paraphernalia. I co-operated with the police very well, paid the fines right away, and thought it was done. However I just received a letter in the mail saying that my licence was getting suspended for "possession of a controlled substance while operation a motor vehicle". The only catch is that my car was parked in a parking lot, in fact my keys were not even in the ignition of my car. I was just seeing if I had a good case to fight this or not.
