Is it normal procedure to have an officer ask you to remove all of your clothing and assume the sumo position and cough for a DUI?

No, it is not. If this occured after being arrested, while being incarcerated, it would be strange enough and possibly a violation of the defendant's rights (though at least in that situation, there is latitude for various kinds of body searches to make sure there is no contraband before someone is put into a jail or holding cell; e.g if part of the intake procedure, it might be proper, albeit unusual). If it occured prior to being searched pre-incaraceration--for example, if it occured at the side  of the road, after the driver was pulled over!--it is almost certainly a violation of Fourth Amendment rights. Given how unusual this is, the defendant would well-advised to consult with a criminal defense attorney who can help evaluate whether this search was improper.
