Is it legal to give loans, scholarships to only females?

So long as the entity or person that is giving the scholarships or loans is not a governmental entity the entity's representative or person who is giving the loan or scholarship can decide whether or not females only are entitled to receive such and not be in violation of any laws under any state in this country.
