Is it legal for a doctor to charge no-show fees, when they have never seen the patient or have their paperwork?

Daughter has never seen this doctor and was not aware of the 24 hour cancellation policy. The office had no paperwork, and their was no agreement as to their office procedures. This is not about, "it is their time." I want true legal law.
A no show fee is legal. However, it--like any other terms or conditions--only applies against people who were aware of that term or condition at the time they agreed to the service (in this case, made the appointment). Someone doesn't need actual knowledge to be held to the policy as long as a reasonable person in their situation would know of it--for example, if it was on the doctor's website, and your daughter has seen the website (e.g. that was in part how she found them). However, if not only did you daughter not actually know of the policy but there was no reasonable way she could have known, then she should not be liable under it.
