Generally, it is not illegal to take photographs of someone when they are in a public place and as such have no reasonable expectation of privacy. Sitting in a car on a public street in an open and public place. Your daughter would have no reasonable expectation of privacy here so your landlord and his wife would be within their legal right to take her picture.
