Question Details: Is it a crime if people claim that they created a work that they did not? For example, can I sue someone if I created a program, and then others claimed that they built it on their resume?

Yes, absolutely depending on if you owned the work.  For instance, it could or would be a patent infringement or at least a copyright infringement.  If you were hired to do this work and part of the agreement was that it was not owned by you, you can certainly place it on your resume but any lawsuits regarding ownership would probably belong to the employer.
