CAN MY INSURANCE COMPANY DENY MY HUSBAND COVERAGE IF HE IS OFFERED INSURANCE THROUGH HIS JOB?

For clarification, is the scenario the following:  you and your Husband both have health insurance plans available through your place of employment.  You would prefer to put you both on your health insurance.  You signed up under the family plan at your job and he was denied.  The reason they gave is that he has the ability to purchase health insurance elsewhere.  Absent some unique state law, I believe that the insurance company has the obligation to cover your husband.  Even if your husband has purchased insurance at his job your company would still cover him but be secondary to his coverage. 

Minnesota even has statutes that address how primary and secondary insurance obligtations are paid out. I would contact the Office of the Attorney General: www.ag.state.mn.us and check with them to be sure.  They will be able to give you guidance on dealing with the issue as well.
