Are unemployment benefits exempt from garnishement?

In the state of PA if someone gets a civil judgment against you for credit card debt and freezes your bank account are unemployment benefits exempt from this? The amount in the account would never be more then $800. Also can they place a lien on my home as well or do they do one or the other? If they place a lien on the house will that be subject to a statute of limitations?

As for the statute of limitations, judgements are only could for a certain period of time. After that, they have no legal force or effect. This period varies from state-to-state. In PA a domestic judgement is good for 5 years.
