Can grandparents adopt grandson?

A 4-year-old child has lived withgrandparents in TX for the last 3 years. Dad is illegal alien nowhere to be found; mom left child with grandparents and never returned. Grandparents want to adopt child as he will begin school at the age of 5. Can they do this? How can they adopt? What is the approximate cost? Birth certificate shows mom's name only; no name listed under father's name.
