Yes, if the girl is 16 or older and the male is 19. Minn. Stat. section 606.344.

I am a lawyer in CT and practice in this area of the law. In CT, the legal age of consent is 16. If MN has the same age for consent then the answer is yes. I would check the statute on age of consent in MN as the male can be exposing himself to serious jail time and having to register himself as a sex offender.
