Now his nephew keeps calling me and leaving me voice mails with no information other than, "Please call me back, and if you do not I'm calling the police." My father wants me to ignore it, is that illegal? Can I be charged with something?
The liklihood of you being charged with something based on these facts is zero. It is not illegal to answer the call. However, if the damage to the other car was limited to some paint, it might be worth your while to work with the other owner to arrange the minor repair. It is possible that the other party may have the police investigate this matter for the purposes of helping resolve this. There is no basis for the police "charging" you with anything that could lead to any kind of criminal proceeding.
