If you give a 2 week notice and the employer lets you go on the spot do they have to pay you for the 2 weeks?

No, they do not have to pay you for this. Absent a union/employment contract or stated company policy to the contrary, your employer does not have to pay you for this time.  While some employer's elect to do so, it is not legally required.
