You do not have to go through the employees to file a complaint.  the way to do this is to hire a lawyer.  you will need to provide the lawyer with the address of the mini storage.  the lawyer can then call the town hall real estate division and find out who the owner of the property is.  the town will give out this info as it is public information.  the lawyer will then contact the owner and ask the name of the mini storage company's corporate contact information such as the agent of serve and the identify of the corporate principals. The lawyer will then send a letter to the corporate officers of the company making a complaint about the manager and will threaten to file suit absent a settlement.  This is the way to get the attention of the people you need.
