When you get married do you become responsible for each other's bad debts and collection actions?

You only become responsible for your spouses debt (before/after marriage) if your name is on any of the debt (or you guaranteed any of it).  As long as you keep your credit accounts solely in your name separate you will bear no liability for such debt.  Additionally, any assets that you may own jointly now in the future could be at risk.  So do your best to keep everything - credit, bank accounts, etc.
