If 2 parents have joint custody and 1 parent owes the child money, what rights does the other parent have about how and when it is paid back?

I am a little confused about exactly what you mean here. Do you mean money that relates to the support of the child? Or just a debt between the two of you? Late child support payments can result in a judgement and garnishment of your wages. If you are in arrears for support then you need to become current asap.
