I am a lawyer in CT and practice in this area of the law. If you hit someone from behind, you are liable for the damages. Therefore, the fact that they had no insurance is irrelevant as they are not the one that is required to pay. If you do not have insurance and have no money to pay, then the person is out of luck as they do not have insurance to pay in the event that you didnt have coverage (i.e. uninsured claim).
