If a group of cars is pulled over going 10 mph over the speed limit, going 40 in a 30, and are all ticketed is this legal? Is mass ticketing allowed?

I am a lawyer in CT and practice in this area of the law. If you exceed the speed limit you may be ticketed in every state I am aware of. It does not matter how many cars were pulled over. if you get caught, you must deal with the ticket. I suggest that you hire a lawyer to try to get the ticket droped to avoid getting points on your license.
