Can a charge of littering be thrown out or reduced?

Question Details:

I was smoking in my car and some embers fell off and instead of searching for the ash tray I threw my cigarette out the window so that Icould deal with the embers on my pants. I know throwing the cig out the window is littering and can be dangerous and it isn't something I normally do, but i I cannot afford a $700 ticket. What can I do to get out of the ticket or get the ticket reduced?

I am a lawyer in CT and practice in this area of the law.  Littering is taken very serious in most states.  While everyone throws cigs out the window (a common practice), there is not a lot you can do in defense of this claim.  I suggest that you plead not guilty to the ticket and when you come to court, you can explain your financial hardship and ask if you can can do some kind of community service or make a charitable contribute in a reduced amount instead of paying the ticket.  the state may reduce the ticket in their discretion.
