I was in a car accident and I don't have insurance. Do I have a legal right to file a claim to get my car fixed? I was not at fault for the accident.

If you were not at fault, and I assume since you say so that is the case, you can put a claim in against the other driver's insurance company.  Whether or not you are insured has nothing to do with it.  If the other driver doesn't have coverage you would then have to sue him directly.
