It depends on company policy. If you violated it then you are liable. As for the civil penalty, without having more details of your case it's hard to say.
Most employment relationships are what is known as "at will". This means that you can work for an employer, or not, your choice. In turn, the employer can hire or fire someone for any reason or no reason whatsoever, as well has generally impose requirements as they see fit.
Exceptions to the above would be for things if there is a union/employment agreement that governs or this situation has arisen due to some type of discrimination.
