Georgia statutes generally require a divorce to be filed in the county where the other party resides.  In some instances, you can file in Georgia if you do not know (really do not know) where the other party resides.  You must also have lived in Georgia for at least 6 months to file here.

You can check for divorce decree by looking into the public records of Alabama.  Call the Alabama vital records department and ask them if a divorce was filed/granted.
