Question Details: i currently dont live in NC, and i dont have a license or drive due to the unresolved DUI's i received. after what period of time are the charge no longer prosecutable and if i were to move back to NC, would i be eligible to get a drivers license again??
The statute of limitations doesn't matter, because that only puts a deadline on when the charges can be filed. If you got the DUI tickets, the charges are filed. And if that's the case, and you never went to court, you should expect that NC has a warrant (or two) out for your arrest, for failure to appear.
As a practical matter, it might eventually become very hard to prosecute you on the DUI's, once the police officers involved retire. You wouldn't be able to get a driver's license, though, until you did go to court and have the cases officially dismissed and the warrants withdrawn. It might be a very long wait.
