Question: Real Estate - California

I received a return of deposit from a previous landlord that was much less then told to me upon vacating.

He is trying to charge me for normal wear and tear items and for deep cleaning when he told me specifically on vacating to not clean that he and his wife would be taking care of it.

You have the right to take your landlord to court, to challenge deductions that aren't proper, and usually you can do this in small claims court.  You might still want to have a lawyer handle the case;  another alternative is to pay for a consultation, so that the lawyer can go over your case with you and explain how to present it yourself.

The landlord is entitled to the cost of cleaning, to return the place to the same level of cleanliness it was in when rented to you less normal wear and tear.
