If I purchased a car from a dealer and discovered it has a cracked engine block, does it have any responsibility for repair costs if the car was purchased "as is"?

If you got assurances that the car was in good working condition, you may have a fraud claim.  I would call the Governor's office of Consumer Affairs and make a complaint.  See if they will assist you in getting your money back.
