I paid a person over $1,000 thousand and spent over $4,000 to get my new website going. I have nothing and he won't return calls.

We had a written agreement and I have nothing and he has all my money. This was started last January.
I'm not sure what your questions is. You didn't really ask one. You posted this under the category of Criminal Defense, so I assume that your asking if this guy committed a crime. If that is your question, then my only suggestion would be to call the police and see if they will look into it. Its possible that its a crime called, Breach of Trust. I will you well.

You can sue him, since he has not provided the services that he contracted to--and if he won't return calls or otherwise address the issue, suing may be you only option. You could sue to recover the money you paid him, plus other costs directly traceable to his failure to do the work/provide the services.
Be warned, however, that if it was a business (a corporation or LLC) and it's been shut down, there may be assets to recover; or if the person was doing business as an individual, but he personally has not assets, again, recovery may be very difficult.
