The age of adulthood, that is the "age of majority" in North Dakota is 18. Until then you are legally under your parent's control. In order to move out you would need your parent's permission.
Some states have what is known as an "emancipation" statue. This is a law spelling out how a minor can legally obtain the rights of adulthood. Unfortunately, ND has no such statute. Your state does allow certain adult rights prior to the age 18, for example, the right to contract, receipt of emergency services, and the right to sue for a civil wrong. Other then that, for example moving out, it does not specifically allow for.
If, however, there is abuse or neglect going on in the home, then contact your state's social services department. They can arrange for your removal.
