A business--or indeed, any property owner--is only liable if (1) they are at fault, or (2) they deliberately assume liability in some way. Assuming that (2) is not the case--that the bank did not indicate that it was taking responsibility for the vehicles parked on its lot, since I'm unaware of any bank or business generally doing that--then the issue is (1) were they at fault? Was the accident caused because they had spilled oil, say, in the lot, making it slick? Or did it occur because the lot was badly maintained, with giant potholes that caused a car to lose control?

If there is no fault, there is no liability. A property owner is not responsible for damage or injury which occurs on their land if they did nothing to contribute to the damage or injury.
