If I just went from working 35-40 a week to 4.5 hours without notice, is there anything that I can do?

I've approached my boss about it and he said that it was out of his hands. My district manager is no help either. The two of them write up the schedules for the store.

The only real issue is whether or not you had a contract or employment agreement which set or specified your hours. If you did, that contract is enforceable. However, without a contract, your employer is free to set your hours at will; therefore, your employer could reduce your hours at any time, for any reason, without providing advance notice, unfortunately.
