Liability for car accident

I hit a woman who suddenly stopped at an intersection when an ambulance crossed her path. Her rear bumper was damaged. Who is liable?

I am a CA lawyer.  If the lights or siren of the ambulance were activated, you are at fault.   If not, then there is a question of comparative fault.
