There is no time limit for the owner to respond to you. There is a two-year statute of limitations, however, on any resulting civil claim for property damages. I would try to find out who owns the car. Maybe you can knock on the neighboring houses and ask if they know the owner. If that doesn't work, then I would say to leave well enough alone. In the meantime, I would get pictures of the damages. You don't want the owner to come forward later and try to claim damages that you did not cause.
Another thing you can do is contact your insurance company and report the claim. Then give them the make, model, color, and license plate number of the vehicle. Maybe they can help you get in touch with the owner and get this matter resolved.
