I hit a car on private property and had no insurance. Should I have still gotten a ticket?

Question Details: I had hit a car on private property and I had no insurance. We called the cops and the officer gave me a ticket for no insurance and now I have to go to court. The other party is not pursuing any repairs and signed a release saying I am no longer responsible. Since it happened on pricvate property should I have gotten a ticket and have to go to court?
