Question: Auto Accidents - California

I had property damage from an accident involvong a stolen car. Does the registered owner's insurance assume the liability?

I am a CA attorney.   Generally speaking, the answer is no.  There may be some rare exceptions, which can be very hard to prove.  For example, showing that the owner was negligent for leaving his keys in the car.  Hopefully, you have insurance coverage on the car and can get the car repaired/replaced through your own carrier.
