AttorneyPages has verified that this person is an attorney.

Did you file this yourself?  If so, did you ask for citation and have him served?  Did he sign a waiver?

If you are pro se and he is not signing, you are out of luck.  You cannot get a divorce unless he either signs a waiver, gets served, appears in court, or signs the decree.  Until he signs, it is not uncontested and the Court cannot give you a divorce without his minimal participation.  You should really talk to a lawyer about how to proceed.
