I got two DUI's within 3 months in different counties. One is coming to last court date and other is May 3rd. Can these run concurrent?

No, not usually.

They are two different counties, and they don't, usually, transfer criminal files between counties.

However, if you hire an adept attorney, s/he may be able to negotiate sentences in each county which would be similar to concurrent (regarding jail time, the sentence should read 'may be served in any Texas penal institution' or similar).
